So do all elements in periods 2 and 13 don't have to follow the octet rule or just B and Be? How do you know which ones are an exception to the octet rule and which ones are allowed to have more than 8 electrons or less than 8?

We have to multiply the whole equation by 2 to eliminate the fraction! I'm not exactly sure what the professor said but he mentioned in class that we need to do this because molecules and atoms don't come in fractional parts. :)

I don't think it matters which element you balance first. You start with the element with the lowest amount because it's easier as you go on and balance the rest, but if more than one element has the lowest number, it doesn't matter which one you do first.
