For this question, in the solutions manual [HCl]0 is listed, but what does that represent? Is that the initial value? And if so, what is that value?

How do you find if a dipole moment is stronger than another? I understand that dipole moments are determined based on electronegativity, but not the stronger and weaker part.
Why, for part A, does [Ar]3d6 cause the answer to be Co3+? Same for part B with Fe3+? On 3.9 when we had 3d6, the answer involved Fe, but on this one 3d6 involved Co. I'm confused as to why this is.
For choice A, is the speed of the radiation a constant and that is how you know it cannot decrease? Or is there a way to determine the speed of the radiation? I understand why B and D are incorrect, but not sure about A. Also, I don't understand option C as well.
