Why is Kw=x^2? Doesn't that imply that H3O and OH are the same value? And if so, then how are we supposed to know that?

Why, for part A, does [Ar]3d6 cause the answer to be Co3+? Same for part B with Fe3+? On 3.9 when we had 3d6, the answer involved Fe, but on this one 3d6 involved Co. I'm confused as to why this is.

For choice A, is the speed of the radiation a constant and that is how you know it cannot decrease? Or is there a way to determine the speed of the radiation? I understand why B and D are incorrect, but not sure about A. Also, I don't understand option C as well.
