The Balmer series consists of the lines with n1=2 and is used for the lines in the visible light region of the electromagnetic spectrum while the Lyman series is a set of lines in the ultraviolet region of the spectrum with n1=1.

The measure of the wavelength can be from any point on the wave to that exact point one period later however I think we use peak to peak because it can be the most accurate approximation of the wavelength since it is easier to pinpoint the same location a period later when its on the peak.

Within this section(1.3 Atomic Spectra), we are using Rydberg's equation v= R(1/(n1)^2 - 1/(n2)^2) to find a certain frequency but I'm not sure I understand what wave's frequency it is that we are trying to calculate? And how exactly the components of the formula contribute to finding this frequency?

What Dr. Lavelle was drawing attention to was the relationship in which wavelength and frequency are inversely proportional to one another. This is why when one is equal to 2 the other is equal to 1/2. You can think of it as v=1/lamda (sorry I don't have the symbol) or frequency=1/wavelength.
