For 4.9 I counted that the total of valence electrons of ICL3 was 28 electrons. I'm pretty sure the answer relates to formal charge. The correct lewis structure is the one that minimizes formal charge while at the same time maintaining the octet rule for elements that cannot break it. Why is it that some elements form more bonds than others in an octet? What difference does it make if an oxygen atom completes its octet using a double bond and two lone pairs versus an oxygen atom completing its octet using a single bond and three lone pairs?
