Technically it is possible in certain conditions, but there are usually more acidic species in the atmosphere that over power the basic species and result in rain usually being slightly acidic.

S character is the proportion of the number of hybrid orbitals that the s block contributed. For example in sp3 hybridization, there are 4 orbitals and only 1 is from the s block so there is 25% s character.

The 3 in sp3 means that out of the 4 total hybrid orbitals, 3 come from p orbitals.

A molecule is linear if there are 3 unshared pairs around the central atom because the 3 lone pairs occupy a horizontal plane and the two bonding atoms occupy a vertical plane.

The shape of ch2cl2 is tetrahedral so the chlorine atoms are 109.5 degrees away from each other, not opposite from each other. This causes dipole moments towards the chlorine atoms which do not cancel.
