you should draw the two pi bonds next to each other because pi bonds prevent rotation. they are essentially two electron density regions that are on each side of the intermolecular axis

How are you able to tell the maximum number of places on the ligand that can bind simultaneously to a single metal center for CO3 2-? Do you have to draw out the lewis structure?

When do you write (OH2) vs (H2O)? I thought since the O is the element that is bonding, you write OH2, but the solutions show that you write H2O. Can someone please explain?

I think C is the correct answer because frequency decreases causing a change in the wavelength which causes the slope of the wave to also decrease as a result.

The effective nuclear charge correlates to the atomic number so the an atom with a greater pull of electrons to the nucleus will have a higher atomic number.
