Yes, you should memorize them. However, you should also probably know the reason behind the bond angles.

You could just memorize the angles. However, it's possible that we may have to explain why a certain bond angle is less than 109 degrees, etc.

Yes, the electron acceptor tends to be delta negative. This also means that the more electronegative element tends to be delta negative because it attracts electrons more.
