They decrease the bond angles between atoms as they have the highest repulsion.

I don't think there is any as hydrogen bonds are sigma bonds and pi bonds are only in double+ bonds

Ya in terms of it being a neutral atom you can use the FC equation valence-nonbonding-bonding/2.

If you can predict the shape of the molecule using VSEPR you can tell what the bond angles are, so in the case of ClO2+ it would be bent, as it has 2 things bonding to it and one electron pair.
