How can oxygen (which has 6 valence electrons) have two lone pairs and two double bond (each worth two electrons) when paired with chlorine for example? Wouldn't this make it so oxygen has 8 electron pairs, yet it only has 6 valence electrons?

How does the s^-2 get crossed out of the set up of (kgm^2s^-2)(s)/(kg(m.s^-1)? Professor Lavelle went over this in class 10/11/19, but from my side of the room I could not see how every unit, but meters was crossed out.

I am reviewing my notes in the photoelectric effect section and I wrote down that,"Quantum Mechanic's description of light is why short wavelengths of light can eject electrons from metal surfaces, while longer wavelengths don't". Can anyone explain why this property occurs to me?
