Yea im pretty sure you just have to go by the context of the question. To my knowledge, transition metal valence electrons can be kind of unpredictable because they can hold so many freaking valence electrons.

All you have to do is write out the electron configuration of the element. The last subshell value will determine the number of valence electrons.

First I like to determine the total number of valence electrons. Then you can map out which bonds you will use and make sure the total number of bonds and lone pairs equals the total valence electron number.

C = 1 O = 4 is the correct answer. When counting numbers of atoms, the number following the element symbol only determines the amount of that specific element.
