Yea im pretty sure you just have to go by the context of the question. To my knowledge, transition metal valence electrons can be kind of unpredictable because they can hold so many freaking valence electrons.

First I like to determine the total number of valence electrons. Then you can map out which bonds you will use and make sure the total number of bonds and lone pairs equals the total valence electron number.
