It is because carbon and hydrogen have similar electronegativities. Fluorine, nitrogen, and oxygen are extremely electronegative so they can form hydrogen bonds.

If the ratio was 1:1 I do not believe there would be a limiting reactant in that situation, as the limiting reactant would be the one that limits how much product could be produced. In this case neither reactant is limiting how much product can be produced.

This question did confuse me at first as well because I thought the double bonds would have to be taken into account. After adding up how much carbon, hydrogen, and oxygen were in the image I got the answer for the molecular formula. It was more straightforward than it seemed.

When balancing chemical equations I find it helpful to add up how much of an element I have on each side and write it down so I can compare each side of the chemical equation, and from there I balance it. I find it helpful to wait until I get the answer to round, as this helps to give a more precise result. Significant figures can be helpful in getting a precise calculation. A large number of decimal points can sometimes be tedious to work with, so that is why significant figures can be helpful in equations.
