If you were also confused on the ln 10, I was originally confused on why it was ln 10 and not ln(.1) and then I noticed that by dividing the negative it flipped the fraction.

When you say overall rate law of the reaction, do you mean once the steps of an equation have been added together?

In this case wouldn't you just use the slow step in order to find the rate law because the fast steps happen so much more quickly that they do not have an effect. So I believe that would be rate=k[NO][NO3].

I noticed this also, what I found was that in problem 14.19, it was converted because so many of the molarities were being multiplied together and 2 of them were being squared so to give a cleaner answer it was converted. You will get the same answer if you do not convert to mol and then convert at ...

It is related to the oxidation state of the atoms, in the example NH3, NH3 is a neutral molecule because N has a charge of -3 and H has a charge of +1. Also when drawing the lewis structure for a molecule the overall charge of the molecule should add up to the overall formal charge.
