I believe there are some instances when one can just use the coefficients and no information other than the chemical reaction to determine if the reaction is second order. When would this be?

On page 3 of the course reader, enthalpy change was calculated as the sum of the enthalpies of the reactants minus the sum of enthalpies of the products. I thought it was the other way around. On page 18 in the course reader, it states that when bonds are broken, energy is required, and when bonds are formed, energy is released. I always thought that when bonds are broken, energy is released, and to form bonds, energy is required. Why is the former true?

BF3 valence electron placement

In the compound BF3, why are the three valence electrons for Boron allowed to be placed in separate locations around the atom? I thought that since the Boron atom's electron configuration is 2s22p1, the s2 would be a lone pair, meaning those two electrons would have to stay together.
