Why is the IUPAC name methoxyethane? Why don't we consider the alphabetical priority of ethane?

When the substituent numbers are the same (counting forward and backward), the first named group (alphabetically) gets the lower number. Otherwise, the numbering isn't affected by the order you list your substituents.

sec means that the substituent branches at the first carbon (secondary). neo is more like a tert, referring to a substituent whose second-to-last carbon of the chain is trisubstituted (has 3 methyl groups attached to it), and is used for substituents with 5 carbons or higher.
