Sig Figs involving pH

My TA discusses how the significant figures only count for the number behind the decimal point and not before the decimal point when dealing with pOH and pH. Why is this so? An example problem is: pOH= -log(9.7 x 10^-6) = 5.01 (Only 2 sig figs, not 3). Then pH= 8.99 (Again, only 2 sig figs, not 3).

When are you allowed to just drop the x value when finding the equilibrium concentration, so you do not need to use the quadratic formula? For this problem, Kc=1.93= (0.0050 + 2x)^2 / (0.010 - x).

How do I know I need to compare Q and K to know if the reaction will shift to the right in the equation? In this problem K=1.93 and Q=00.25.
