To add on, the dissociation constant represents a physical value of how much a substance dissociates into smaller entities (ions), and it only applies to weak acids and bases because they cannot be considered completely dissociated.

Oxygen is triple bonded to the nitrogen atom, and it loses an electron in this instance.

Write it in scientific notation (10^-4), then look at the number of figures. Leading zeroes are not considered significant, so you'll count your nonzero integers for this problem.
