How do you know if the drawing is supposed to be eclipsed or staggered? Is it based on the dihedral angle? If so, how does that work?

Different Substituent Numbers

I am still confused when there are multiple possible names, which to select.
For example: 4-Ethyl-2,2-Dimethyl-hexane vs. 3-Ethyl-5,5-Dimethyl-Hexane. I know that the first name is correct, however how would you determine that? If it isn't by adding the total number, then what is it?

Why is it that when you add hydroxide to the reactant side of the half reaction, it is considered basic? Don't bases produce hydronium ions in solution?

Why can you not use the Henderson-Hasselbalch equation to solve this? As opposed to 13.7?

When ammonium chloride mixes with water, why does the Cl- not affect the overall pH. Couldn't Cl- accept a proton and form HCl, therefore increasing the pH?
