Final 2014 #7E and 7F

For 7E, I understand why C(OH)3 is opposite CN in the Newmann projection. But for 7F, why is Cl instead of CH3 opposite CN in the Newmann projection?

According to the textbook, "most thermochemical data are reported for 298.15 K (25 C)", so I think it is safe to assume that the temperature convention for our HW problems is 298.15 K (25 C), unless otherwise stated.
