When there is torsional strain, we relieve it by rotating the carbon atoms right? Does this completely remove the strain or is there still strain left? If so, how much is left?

Sum of carbon numbering

Just to clarify, there is no such thing as summing up all the numbers in the IUPAC naming right? For instance, we pick 4-Ethyl-2-Methyl-1-Propylcyclohexane as opposed to 1-Ethyl-3-Methyl-4-Propylcyclohexane not because 4+2+1<1+3+4 but because 2<3 right?

Bond Enthalphy Vs Standard Enthalpy of Formation

What is the difference between Bond Enthalpy and Standard Enthalpy of Formation? Is it just simply Bond Enthalpies are the energy required to break bonds while the Enthalpy of Formation takes the sum of energy needed to break and form bonds to form a certain compound?
