Degeneracy is the number of different microstates a system can be found in; when volume is increased, so are the number of possible microstates, and in the same proportion as well. I'm pretty sure it measures the enthalpy of combustion for a certain reaction, ΔHc, taking place inside the isolated system (constant volume).
