After Stoichiometric/Equivalence Pt

I think I under stand that at the Stoichiometric point the concentrations of titrant added either strong acid/base is equal to the concentration of the weak acid/base, but what happens to the solution once it is past it's stoichiometric point?

With ClO, there is an odd number of electrons so Cl is going to have a radical on it. Is it enough to say that the Cl is going to have the unpaired electron solely on the basis that Cl has an odd number of valence electrons? I am wondering if the electronegativities come into play with this problem...

I know that coordinate covalent bonds occur with Group 13 atoms such as boron with F- in BF4, but is it still called a coordinate covalent bond when two molecules interact and one molecule accepts the lone pair of the other to complete the octet such as, BF3 (g) + :NH3 (g) = NH3BF3 ?
