If you follow the units in the math that you are performing you should end up with the correct units, whether that is kJ or kJ/mol. How do you know if the roman numeral given is positive or negative, because if it's a positive three and negative three it's still written the same right? Just a roman numeral three? Do you have to look at the other parts of the compound?

z is an atom's atomic number and the less than and greater than have to do with whether the sigma bond is lower or higher than the first pi bond in the 2nd energy level in molecular orbitals. If z<8, than the sigma 2p bond is greater in energy than the pi 2p bond so it will be higher. And vice versa...

Yeah, I would say always round to the correct number of sig figs at the end. If you round for every single calculation, you will end up with a number that could be very far from the correct answer because of rounding errors at every calculation. It also makes your answer more accurate, I think.
