Deprotonation Percentage

I don't even remember going over deprotonation percentage in lecture, but we were assigned homework problems that used it or had us solve for it. Will we be required to know how to calculate and use it on the final?

I was also wondering about when we can consider x negligible. So just to clarify, it doesn't matter if it's a strong/weak acid or base, as long as the Ka or Kb is less than 10^-4?

I'm seriously confused with problem 4.27 part b. Myabe my Lewis structure isn't correct, but I don't see how the dipole moments cancel each other... am I supposed to look at the molecule as a whole?
