So just to clarify on this? it can have as many bonds as valence electrons, but it should be arranged to optimize FC?

MO theory helps you determine the characteristics of the bonding between two things. It can tell you the strength of the bond, the types of bonds and the antibonding/bonding electrons.

It is because the light is not acting as a wave it is acting as individual photons. So in this case the individual photons of the longer wavelength light do not have enough energy on their own to release the electrons no matter the intensity of the light.
