We can find various stuff by using the ideal gas law. For example if we hold Pressure constant, and the moles constant we know that Volume and Temperature are going to be changing. It allows us to picture an ideal condition in which a gas would react.

When the question specifies, that it is per mole you would use KJ/mol. Also in addition to that by definition the standard enthalpy of formation is KJ/mol.

The octet rule wants the central atom to have 8 electrons (a full octet).

Yes. when forming the bonds you want to try and get the central atom with fc of 0.
