For this cycloalkene, how come this figure cannot be named 2,3,4,4-tetramethylcyclo-1-hexene?

In this case, we simply prioritize lower numbering. By going clockwise, the second double bond is located on the second carbon atom whereas if we went counter, the second double bond would land on the third carbon.

Cycloalkane with Only One substituent

Can we assume if a cycloalkane has only one substituent, then the naming doesn't have any numbers in it? Because if there is only one substituent, only one carbon is attached to a "non-carbon" and thus it can only be numbered 1?
