Question 6 2016 winter final

For the IUPAC naming in part a, the answer is (Z)4,5dimethyl-oct-4-ene. Is it wrong to put the 4 in from of the "oct" instead of the "ene"

Recognizing atomic charges when balancing redox reactions

Is there a faster way to recognize the charge of each atom to save time while trying to balance a redox reaction? Usually is easier for me to find the formal charges by just trying to draw the molecule.
