On the course reader (pg 118 ) it says "TM cation name"

Zeff is the effective pull on electrons of interest (usually the outermost electron).
Increased number of protons will increase Zeff and the first ionization energy is a reflection of Zeff. Zeff decreases as the number of orbital layers increase due to shielding of underlying electrons.
