When drawing Lewis structures with noble gasses, are they considered to have 8 valence electrons or none?

As I remember, he did say that each bond would be the length of 1.33 bonds, though it might have been as an aside in response to a question, so it could have been pretty easy to miss. For the quizzes (and the tests too, I guess), do we get a formula sheet or data booklet of some kind? If so, would it be possible to familiarize ourselves with it before the quiz and which equations (if any) are included and which do we have to memorize?
