im confused on the rounding of the question and when to do it

Technically you only need to round to 2 sig figs at the end since that's how many are given in the problem, but when you're converting from moles to grams or vice versa or doing other calculations you should use the full numbers given to you on the periodic table. I'm sure someone else can confirm for me but I hope this helps a little!

Hey,
I also noticed that in the solutions manual that the answer rounded up for part A and rounded down for part B. In part B, the answer I got was 12.484 grams, and the solutions manual rounded down to 12 (this was probably done on accident). But yeah, you're typically supposed to do what the person above me stated.
