Answer to question L37 says,
(a) Pipette 31 mL of 16 m HNO3 into a 1.00 L volumetric
flask that contains about 800 mL of H2O. Dilute to the
mark with H2O.
I calculated the 31ml of 16M HNO3, but where does the 800ml come from? How do you find this value?
*edit, I know this is not an assigned hw problem, I just want to know how to do it

I think 800 mL is just an approximate amount of water so that your final volume is 1 L. You always want to add acid to water for safety and then slowly adjust the solution with more water until it reaches the 1L mark. It could have been 700 mL or 900 mL or anything around there.

Benjamin is correct, you always add acid to water first. The 1.00 L may be the actual final volume, but from a practical lab sense, you want some water to already be present in the flask before adding HNO3. Once you've added the acid to the water, you may then add more water to reach the final volume. The 800 mL may just be an approximate value.
