intermediates in the rate law HW 4.31

Hi,
I was wondering from 4.31 in the second step we use intermediates in the rate law. Why is this ok?

That's because we are looking at elementary steps instead of the overall equation for the reaction. For overall reaction, intermediates won't appear in the balanced equation and thus won't appear in the rate law. Hope it helps!
