For problem 29, "Write the full reaction mechanism for the electrophilic addition reaction of hydrogen bromide, HBr, to propene, CH3CHCH2, producing 2-bromopropane, CH3CHBrCH3. Draw the transition states." How come after the first transition of electrons, the H from HBr attaches to the Carbon while the Br gains the electrons but doesn't attach to the carbon until the next transition state.

The molecules would need to collide again for this next step to happen.

The first step of this mechanism is addition of H to the double bond. The Br- doesn't attach until the 2nd step. So in the first transition state, you only show the H from HBr interacting with the alkene.
