Organic Reaction Profiles Gibbs Free Energy of Activation

If we are asked to draw the reaction profile with Gibbs Free Energy on the y-axis, is the Gibbs Free Energy of Activation for a second transition state, if there is one, drawn with respect to reactants or intermediates?

I believe we draw it with respect to reactants, since there is a statement on page 157 that says "organic chemists usually discuss reaction profiles with respect to the standard Gibbs free energy of the reactants..."
