Dipole Moments

When determining if something should be delta negative or delta positive or nothing at all, what exactly do you look at? Whether something is an electrophile or nucleophile? The transfer of electrons? I don't fully understand and would really love some clarification. Thanks!

If a bond is made of two atoms with different electronegativities, the more electronegative atom is partially negative (pulling electron density), and the less electronegative atom is partially positive (donating electron density). The larger the electronegativity difference, the larger the partial charge.
