Diatomic molecules as electrophiles

Why are diatomic molecules such as Br2 considered electrophiles when they have full valence electrons?

It is assumed that in diatomic molecules such as Br2 that one of the Br atoms is partially positive and the other is partially negative. For electrophilic addition reactions, usually the electrons from a double bond between 2 carbons "attack" the partially positive Br atom, making it an electrophile.
