Always 2 Transition States for Electrophilic Addition?

Is it true that every electrophilic addition reaction will have two steps and therefore two transition states?

No. Electrophilic addition reactions with a one-step mechanism occur with certain reactants (such as BH3 with an alkene). These are called concerted electrophilic additions.
