Transition State Question

In regards to transition states, I'm a bit confused on to what exactly happens per step. For example, in the electrophilic addition reaction on page 85 between Cholesterol and HBr, he first transition state describes the breaking of the double bond, the formation of a bond to H, and the breaking of the bond between HBr. How do we know that all of this happens in one transition state? For example, how do we know the breaking of the bond between HBr doesn't happen in the second transition state?

I think that all of it happens in the first transition state because to be able to form all these new bonds, some bonds need to be broken. In the case of HBr, H would not be able to bond with the carbon atom if it is still attached to Br, because hydrogen can only make bonds with one other atom. This whole process in step 1 makes intermediates, which becomes the focus of the transition state in step 2. I hope this helps!
