Lewis structure and Shape Question

I have a question regarding the Lewis structure - homework problem 4(25)

Write Lewis structure and determine if its polar or nonpolar
CH2Cl2

why is it that the solutions has it written with C as central atom and Cl at the bottom and the other Cl to the left of it with the H to the right and the other H at the top? Why isnt one H at the top and one at the bottom and the Cls on the right and left side? If they were positioned as the latter wouldn't the dipoles cancel?

The molecule will have a tetrahedral geometry when considered in 3D, and no matter where you place the two Cl- the dipole moments will not cancel.
