Electrophile/Nucleophile CO2

Is CO2 electrophile or nucleophile and how do you tell?

It is an electrophile. This is because the two Oxygen atoms are pulling electrons from the central carbon atom. This causes the carbon atom to have a partial positive charge which is the characteristic of an electrophile.
