Is a boat formation ever more favorable than a chair formation?

No. Chair is most favorable always.
But depending on the substituents on the chair, the chair might have to flip (e.g. to make the substitutents equatorial rather than axial), so you can have a more stable chair and less stable chair of the same molecule.

Boast, twist boat, half chair, etc. all the other conformations are always less favorable than chair, because chair minimizes steric strain.
