Final Winter 2009, Question 7A

Question 7A on Winter 2009 Final Exam states:

"2-(3,4-Dihydroxyphenyl)-3,5,7-trihydroxy-4H-chromen-4-one is commonly called quercetin and is an immune-boosting antioxidant found in grapes, blueberries, and broccoli. Name two functional groups present in the structures of quercetin."

How come I cannot identify Alcohol as a functional group?

The solution only lists Ketones and Ether (also accept: aromatic, alkene, or cycloalkene, phenol)

Notice how the hydroxide group (-OH) is attached to a benzene ring. This benzene ring + -OH makes up the functional group phenol (see pg 56 of organic chem textbook).
