Why is the charge on Sulfate 2-?

It is because there are 2 double bonds on the Sulfur and the two single bonded oxygens have a negative 1 charge.

The charge is 2- because you calculate the formal charge on each atom. For the single bonded oxygens, the formal charge is -1 because you take the valence electrons and subtract the lone pairs and half the bonding pairs, 6-(6 + .5(2)). The double bonded oxygens have a formal charge of 0, 6-(4 + .5(4)). The sulfur atom has a formal charge of zero as well because 6 -(0 + .5(12)). Thus, the overall charge is (-1) + (-1) + (0) + (0) + (0) = -2.
