For Cis, do the two highest priority groups have to be both axial up or could they be a combination of axial and equatorial up?

For cis-, it can be either Up/Up or Down/Down.
For trans-, it can be Down/Up or Up/Down.

They can also both be equatorial up or equatorial down.
