Would someone be able to explain how the static electric field is created in greater depth and its role in crystal field theory?

Yes. The static electric field is created by the presence of anions. This static electrified causes the degeneracies of the d or f subshells.

The crystal field theory explains how electron orbitals (usually d or f) get broken down by a static electric field. This field is created by anions to help take the electrons of these subshells and thus break it down. This is dependant on the shape of the orbital as well as its charge.

Anions create a static field that help to break down electron orbitals, mainly d and f by the crystal field theory
