A complex ion has a metal ion at the center, and it has other molecules or ions surrounding it (ligands). They can be considered to be attached to the central ion by coordinate covalent bonds.

The central atom. In the achieve homework the definition is "a charged species consisting of a metal ion surrounded by ligands"
