what's the difference between the ice tables for acid base reactions and for regular equilibrium reactions?

For weak acids and bases the ICE tables are exactly the same as "regular" equilibrium problems. However, for strong acids and bases there are no ICE tables as the species dissociates 100%.

There is no difference. Ka and K are both descriptions of equilibrium -- they have no fundamental difference. Ka is just a more specified name

There is no difference within the ICE table itself, just the type of species that are put into it.
