If you are asking it in term of a question, they would have to tell you that a change in pressure was caused by an inert gas or maybe by a change in volume. Saying that pressure changed(increased/decreased) is not enough to tell whether the equilibrium shifted. They would have to say that it was due to an inert gas or etc. If it is an inert gas we know that the equilibrium will not shift because since it is a noble gas it will not affect the reaction.
Inert gases are just another term for noble gases. They are inert because they don't react with anything due to their full valence shells. In regards to class material, they say that when noble gases are added to a reaction, they don't shift the equilibrium because all they do is increase the overall pressure, but not the individual partial pressures of the reaction gases. Therefore, the values that go into the equilibrium equation does not change and nothing about the reaction really changes.
