are ion-ion interactions stronger than h bonding?

Hi! Yes, ion-ion interactions are stronger than hydrogen bonding but one important point to note is that ion-ion interactions are technically intramolecular interactions (or within the compound) while hydrogen bonding is an intermolecular force (or between compounds). I hope that helps!

To add on to the previous answer, ion-ion interactions have an approximate energy of -250 kJ/mol, while hydrogen bonds have an approximate energy of -20 kJ/mol. A more negative energy means that more energy is released when the interaction occurs, indicating a stronger interaction.
