Will a molecule always have LDF involved? Also, will a hydrogen bonding force always have a dipole-dipole bond?

I think yes to both questions.

Since all molecules have electrons, they will always experience some degree of LDF. Also, every hydrogen bond will exhibit dipole-dipole interactions.
